Walters joins Stephen Ruiz in overall responsibility for running the division. Rampart Lt. Wesley Buhrmeister calls him "very tech savvy" and a "nice guy."

The change comes as part of a number of shake-ups within the LAPD's Central Division. Gina Sanders, Rampart's former co-commander, is now at Hollenbeck Station in Boyle Heights, with another female co-commander, Anita Ortega.
