Blog: June 11 Deadline to Comment on New Zoning at Barlow Hospital

Barlow proposes land use changes for its property in Echo Park.

The comment period for the Draft Environmental Impact Report (DEIR), prepared to satisfy requirements in the state’s California Environmental Quality Act (CEQA ) is open until June 11, 2012.   There are no public meetings scheduled.   

Current land use designation in the Silver Lake-Echo Park Community Plan for the project area is Open Space.  OS includes parks and recreation facilities, nature reserves, closed sanitary landfill sites, public water supply reservoirs, water conservation areas.   The City last amended our plan in 2004.  Community Plans are the general plans for areas in Los Angeles, and are the fundamental document for development. 

Zoning implements the general plan.  Current zoning for the project site is A1, which is agricultural, and which allows one family dwellings, parks, playgrounds, community centers, golf courses, truck gardening, agriculture, and home occupations.   A property owner can build one house per 5 acres. 

The DEIR contemplates the following land use changes to the Barlow area.

1.      Change the Silver Lake Echo Park Elysian Valley Community Plan from Open Space to “Neighborhood Commercial” in what it calls the hospital and historic district.   The Neighborhood Commercial designation accommodates neighborhood commercial facilities and services to persons living in nearby residential areas, including among the possible uses are drug stores, beauty parlors, art galleries, grocery stores, drug stores, news stands and medical facilities.

The C1 rezoning Barlow requests allows local retail stores less than 100,000 square feet, offices, businesses, hotels, hospitals and or clinics, apartment houses, multiple dwellings, childcare.  

 2.      Parcels 1 through 12:  Change the general plan to designate this area for High Medium Residential uses.

 3.      Parcel 13   Amend the Community plan to change to Low Density Residential and rezone to RD1.5.  RD1.5 includes one-family dwellings, two-family dwellings, apartment houses, multiple dwellings and home occupations.

Call Northeast LAPD to go to take the LAPD Community Based Police Academy course. It's free. Of course, Northeast doesn't let others know about it. You learn your rights a lot of other information they would rather not have you know. Call them and ask how to attend.

The fact that they are outlawed in some states AND what the constitution says , they areRead More UN-constitutional whether you can avoid them or not, same as checking your citizenship up to 100 miles north of Mexican border (as you simply drive down the road), no probable cause etc.

ButRead More what is most essential to keep in mind is that Logan, a public school, has educated generations of Echo Park children, natives and immigrants, English-speaking and those learning English, respecting the diverse cultures of families that have made their homes in our community. It's a public school that serves all children, those with children with disabilities, those who have behavior issues, all children. It turns away no one. It does what public schools are supposed to do; it educates the public. And it welcomes parents to participate in decision-making bodies that can influence their child's education.
